Social developments: Europe 1996

From 1992 Spain participates in free circulation of persons. Members of the European Community have the possibility to obtain a residence permit for five years. As from the 1st of January 1993 air travelling has become considerably cheaper. Mobility in the European Union is considerably increasing. As expected the Netherlands as first investor in Spain will develop a great number of business activities I expect an increasing necessity of courses and trainings that contribute to the gap that separates Spanish and non Spanish employers. This gap consists merely of a cultural, linguistic and managerial component. In relation to this issue I took the initiative to the foundation of the Instituto de Comunicación Internacional y Gestión de Empresas Cervantes. This institution will contribute by means of the realisation of her objectives to the bridging of this gap in order to give profit to Spanish and non Spanish interested parties of a synergy effect of joined learning and doing business. In December 1996 I also founded Instituto Cervantes Limited England and Wales, established in Folkestone, Kent and to be established in Stratford-upon-Avon. Practice has shown that Dutch companies on an average fail four times before booking a success. Instituto Cervantes Netherlands, Belgium, Luxemburg, England and Wales sets itself the objective to help companies intenting to establish in Spain in this process by means of a goal oriented package of services. This Business Plan of the company is a Business Process Redesign of a policy plan already developed in 1992 but in the course of time considerably changed influenced by changes in the market. I have informed the Royal Houses of the Benelux and Spain of the motives of the foundation of the Instituto Cervantes Benelux and expect the support of the Dutch, Belgian, Luxemburg, British and Spanish Governments as well of the European Commission. The British participation would have been realized in 1997. From there on an expansion into the United States will be considered. This Business Plan was born on de Baak, the Management Study Centre of the Federation of Dutch Employers Associations. I herewith thank the management of de Baak for the support I received for the benefit of the vision development as the basis of this plan. In this aspect I also expect to count on the support of the Dutch employers. Besides information about the present position of Instituto Cervantes Netherlands, Belgium, Luxemburg, England and Wales I herewith try to provide insight in the formulated objectives and the way in which these objectives can be realized in the near and further future.
